The story
Theodore Street appears to have begun as part of the nineteenth-century subdivision and road-making of the Balmain Estate. It sits within Section 7, the area between Darling Street and Beattie Street, where land was divided into smaller lots as Balmain expanded from estate land into a settled neighbourhood.
The street seems to have emerged in the mid-1870s. It is first mentioned in the Balmain "Street Key" in the 1876 Sands Directory, but residents were not yet listed there in the main alphabetical directory. That suggests Theodore Street may initially have been little more than a rough track, prepared ahead of land sales and later house building.
The layout of this part of Balmain was shaped by several landholders, including Sir William Montagu Manning, William Norman Llewellin and Theodore James Jacques. Major surrounding roads had been allowed for in earlier surveys, but the smaller roads within Section 7 had to be worked out as the land was subdivided. The creation of streets in this area involved practical negotiations over land, boundaries and access, including the road-making associated with Montague and Llewellyn Streets.
Theodore Street was probably named for Theodore James Jacques, who also gave his name to nearby Jacques Street. In that sense, the street's name still carries a trace of the land subdivision and local decision-making that shaped this part of Balmain.
Over time, the rough track became a residential street. Its northern side developed early, helped by its outlook across White Bay and Glebe Island. By the late nineteenth century, the area was closely connected to Balmain's maritime world, with mariners, shipwrights and waterfront workers living nearby.
